World wide we are passing a critical time. Lots of people out there with no job, no money, and no food. Especially in 3rd world countries. The government is coming forward to help these people. In my country Bangladesh, Government is taking lots of initiative to cope up with the situation. But the people who really need the help, aren’t being benefited, because of corrupt middle-man and distributors. If we couldn’t build trust and transparency within the system, no matter how much initiative we take people won’t be benefited.
I am going to write a prototype of a solution based on blockchain which would be able to keep the trust and transparency, and people will be benefited. If you can’t use technology for the well being of people, it doesn’t matter how strong technologically we are, all these things are useless.
The Idea
We will develop a blockchain-based relief distribution system where the respected citizen can register with their phone number and NID. Then they will be able to request relief through the system. These requests will be available to the Govt. higher authority and Local Govt. organization (DC/UNO/Police etc). Once the relief request got approval from the Govt. higher authority, the Local Govt. organization will distribute the relief to the respected citizen who requested it. Once the requested person received the relief he/she will be able to update relief request status to received. Hence we can ensure the actual person who is in need got the relief. The relief request information will be kept on blockchain and will be available publicly. So anyone can view how many people around the country requested for relief and how many people got it. In this way proper transparency, reliability could be maintained.

Why blockchain?
Blockchain is an immutable distributed ledger were all the relief request data will be written and no one can alter these data. Anyone can have a copy of these data and if anyone tries to alter any of the chain data, then the complete chain will be in a corrupt state.
How it will work
Step 1: Citizens will register with Phone, NID, and other information. (Here Govt. help will be required to validate the NID information and have to ensure that one NID is registered for one user only).

Step 2: Citizens will login with Phone number & OTP verification.

Step 3: Citizens can send a new request for relief through the system.

Step 4: Citizens will be able to see all of him/her relief requests. And will be able to see the status of each request.

Step 5: All these requests will be available to higher management authority and local govt. organisation (such as. DC office, UNO office, Police, etc) through a dashboard. They will be able to validate, see other requests of a specific user, which will help them to ensure that a single user is getting lots of relief.

And if it seems the requested user is eligible to get the relief then they can approve the request and allocate specific amount of requested item which will be distributed.

Step 6: Once the request got the approval of higher management authority, the local govt. organization will distribute the relief to the requested user. So the request status will be delivered.

Step 7: After that, once the requested user got the relief they can update the status of the request to received.

Hence we can ensure that the requested user got the relief and Govt. can also ensure how much relief they have approved, distributed, and received by a specific user/citizen.

All of these data will be publicly available on the blockchain and a public dashboard will be available where anyone can see how many people requested for relief, how many got approval, and how many got delivered in which are.
